Strikes me as very weak in the absence of Short Supply, especially for 2xp and in a Miguel de la Cruz deck. It actively sabotages your ability to use his crit effect, Scavenging, or the new Do-or-Die if used carelessly. Your chances of actually drawing a reshuffled card are probably not worth the effort.
All that said, it does replace itself. That makes it very cheap and easy to play on Miguel. It's a card that really begs for you to abuse the best 0-levels (until they get taboo'd).
A chained level 0 card like "Shed a Light" is still a level 0 card, and can be recured with this card.

Your chances of drawing a reshuffled card are incredibly high if you wait until your deck is almost empty before playing this. In fact, you can use it to perpetually prevent yourself from decking out if you use Respite to recur Do-or-Die, and Do-or-Die to recur Respite. Preventing the deckout isn't that valuable in and of itself, but you'll get a steady stream of level 0 events and skills out of the loop, and hopefully you can find something good to do with that?
