Tommy's job is to find the bad guys and bring them to book. More than a monster manager, he is a hunter, using Survival Knife, Guard Dog and On the Hunt. Evidence, Scene of the Crime and Grete Wagner help with the desk-work, picking up clues, while Something Worth Fighting For and Cherished Keepsake soak up horror and keep him from spooking out, and once they are 'defeated', they repay the deposit. Given the aggressive nature of Tommy's approach, it is also wise to have Lucky and Dodge available. Allies in this deck are there to be used and used up. Grete is a difficult one to part with as she gives a bonus to Fight, but the others are designed to take hits and provide bonuses - and when they do depart, they leave behind resources and return to the deck (in fact, Guard Dog produces a profit, costing 2 to play but providing 3 resources at his tragic and heroic demise - give him The Dicken Medal, I say).

Handcuffs is a roleplaying indulgence, along with Flashlight, but Flashlight has its uses Tetsuo Mori is also a nod towards roleplaying but with 10 item cards, and 2 health 2 sanity, for 3pts he also proves useful. Could swap for Beat Cop, but i prefer the quicker and cheaper option of Tetsuo, allowing faster ally cycling.
