I played this to victory as a clue-heavy companion to https://arkhamdb.com/decklist/view/37358/akachi-ony-elemental-mage-beginner-deck-guide-series-1.0 in the Web of Dreams half of Dreamlands.
The Akachi deck benefits from Item search. Without that, I would probably have played Brother Xavier or True Grit instead of Tetsuo Mori.
The resource game with Tommy is a bit uneven. He can get lots of resources in the late game with his reaction, but purchasing his initial assets is trickier.
