This is a solo Rita deck but it can be really easily made over into a multiplayer deck and frankly it's probably better fitted as such. Just take out the flashlights and newspaper and put in cards like Live and Learn or Bait and Switch. However, currently I'm going through Return to Dunwich campaign and it's going really well so I decided to publish it as it is.
Main combo here is Ornate Bow + Sleight of Hand + Act of Desperation which lets you play the bow as a for 1 resource, attack with it (7 without any boost, 3 damage) and then toss the bow at your enemy (7, 2 damage). And what's best you get paid for it (so it's like a free Emergency Cache). Then as a third action you can for example play a Cheap Shot which finally gets to shine (if you have Peter Sylvestre and Track Shoes in play it attacks for 10 without any boosts and deals two damage) or just evade to deal one more damage or move away. This combo is a little hard to pull off so you should leave it for the enemies that really need to be killed. Other enemies can be easily evaded (especially with a boost form Peter or Track Shoes) or dealt with with a Cheap Shot. Also, a used Flashlight is a very good target for Act of Desperation, especially if you are going to play Ornate Bow.
Obviously the main problem is low intellect but with cards like Lucky! or "Look what I found!" investigating goes smoother than it might seem. Also, I find Winging It very useful.
As for upgrades - you should start with Ornate Bow (in the non-exp version you should probably take Baseball Bat) and then upgrade Peter Sylvestre because low sanity is another big problem for Rita.

Nice deck! I believe you cannot throw your shoes at enemies unfortunately, as Act of Desperation requires an item in hands... But a flashlight to the face is always great!
