Sefina Rousseau is the most tallented rogue at manipulating the Mythos to a favorable state. Sefina starts with an opening hand of 13 cards, although she can't mulligan, she can't start with a weakness. She can put up to 5 events under her character sheet, so load up her deck with silver bullets and make the most out of her opening hand.
Having multiple copies of The Painted World helps gives her incredible flexibility, as well as the option to simply draw any even under her character, gives her the ability to adapt to most situations. Notably, combos incredibly well with Hot Streak, Ward of Protection, or practically any card under her sheet. Excepting Drawn to the Flame because Painted World does not have a Victory Cost after it is played as a copy of Drawn, so it will not count towards the total victory at the end of a campaign.
Sefina's unique weakness Stars of Hyades can occasionally show up eating the events placed under your character sheet. Hopefully the stars are right and do not show up too often.

Flashlight always a solid addition to any investigator's assets, Sefina also happens to have a free hand slot.
Ritual Candles occasionally useful during checks, a cheep investment to pass the occasional check.
Rite of Seeking the mystics expensive means of becoming rex murphy for 3 investigation checks. Expensive but powerful. Later on, Sefina will get access to Lock Picks to further improve her ability to investigate.
Shrivelling. Sefina's only decent combat option other than knife. As a base 2 fight isn't going to do much against anything other than rats. Keep your allies close.
Scrying Gives Sefina the ability to manipulate the Mythos deck to a more favorable state, making the most of her access to Ward of Protection + Painted World combination.
Holy Rosary. Helps Sefina cast spells, and its her only accessory slot. the +1 sanity can matter.
Leo De Luca Always in contention for the most efficient of Allies. LDL grants extra actions effectively improving your turns by 33%.
Lone Wolf everyone is jealous of Jenny Barn's wealth. Add a Love Wolf to your for some efficient resource generation.

Sefina wants many events in her deck to have the best possible shot at having 5 events in her opening hand. With 14 events, she has over a 70% chance of drawing 5+ events in her opening hand. Many of these events are situational, and can be mixed and matched to your preferences.

Double or Nothing works doubles up incredibly well when combined with other investigators cards such as Deduction or Vicious Blow or any weapon such as .45 Automatic or especially Shotgun. Though the check might be difficult, doubling the bonuses can make short work of Eldritch Horrors and other Epic Monsters. *Note that double or nothing does not double effects that trigger after the check, specifically Quick Thinking or Rex Murphy's triggered ability.

Hot Streak and Sure Gamble are natural inclusions into Sefina's events.
With an opening hand of 13 cards, The Gold Pocket Watch and Ace in the Hole have a slightly increased probability of showing up.
After you have at least one Sure Gamble, Streetwise and Lockpicks are natural inclusions turning Sefina into a robust jack of many trades.
Sefina's strength lies in her ability to double/triple/quadruple/quintuple-up on events. She is the most resilient to the mythos being able to call forth Ward of multiple Ward of Protections. While multiple drawn to the flames may be optional, Sefina can make the most of earning a little extra experience here and there. So delve deeply, and paint the world however you feel like expressing yourself!
